In 2018, the National Pollutant Emission Standard Implementation Evaluation Project Promotion Meeting was held successfully
In accordance with the unified deployment of the Department of Science and Technology Standards of the Ministry of Ecology and Environment, April 27, 2018, the assessment center organized a national meeting to promote the implementation of the assessment of pollutant discharge standards. Deputy Director Liu Hongzhi of the Department of Science and Technology Standards of the Ministry of Ecology and Environment attended the meeting.
The meeting conducted a comprehensive summary of the assessment of the implementation of national standards for pollutant discharge in 2017 and fully affirmed the achievements of the assessment work. The meeting invited the Thermal Power Air Pollutant Emission Standard Implementation Assessment Project Team and the Textile Four Standards Implementation Evaluation Project Team to make typical presentations, and also listened to the reports on the progress of the projects and the recommendations of some experts on the implementation of the standards.
Deputy Director Liu Hongzhi pointed out that the implementation of standards assessment is an important support for standard system revision, environmental law enforcement, and innovative environmental protection management system. It puts forward four requirements for future work. The first is to increase the number of workstations. The project-bearing agency should fully understand the importance and seriousness of the standard implementation evaluation work, and improve the sense of responsibility and work level. The assessment center as a technical management department should put the quality of the assessment work well. The second is to adhere to the principles of pertinence, scientificity, objectivity, fairness, and systematicness. To some common problems, all units must strengthen exchanges and joint discussions, unify systems and methods, and pay attention to the output in the process. The third is to open the “last mile” of the application of evaluation results, strengthen communication with various business departments, local ecological and environmental departments, and industry organizations, and improve the application feedback mechanism of evaluation results. Fourth, the evaluation center must strengthen the scientific, detailed and standardized project management, and formulate a rolling schedule for the implementation of standards assessment. To evaluate the implementation of 10 standards such as iron and steel (7 items), coking, and cement (2 items) that were completed in 2018, the node control and quality management should be strengthened, and the implementation of the evaluation standard should be promoted quickly and steadily.
