  Pilot and overall progress is obvious

  It is also the key to finding a good fight against pollution prevention and control, and finding out what is at home. The national pollution source survey is a major national situation investigation and is an important foundation and key to implementing the spirit of the party's Nineteenth Congress and doing a good job in ecological environmental protection work in the new era. This year is particularly critical for the full completion of the census mission. According to the schedule, from March to June this year, the inventory and construction of the inventory will be completed, and inspection and acceptance will be conducted in July. A comprehensive organization of household survey will be completed from August to November.

  It is understood that at present, various tasks are being advanced. As of April 20, the 31 provinces and the Xinjiang Production and Construction Corps have established a corresponding census leadership team and their offices in accordance with the “State Council Circular on Launching the Second National Census of Pollution Sources”, and all of them have issued their own implementation plans.

  The governments of 10 provinces (autonomous regions and municipalities) including Inner Mongolia, Jingxi, Beijing, Anhui, Gansu, Zhejiang, Qinghai, Shanxi, Xinjiang, and Shanxi also held census and mobilization deployment meetings attended by governments at the provincial, municipal, and county levels and related departments to refine the implementation of responsibilities.

  At the same time, 18 pilot counties and cities set up census pilot programs ahead of schedule to carry out census work in advance, laying the foundation for national work and exploring experiences.

  The Mayor of Yueqing City, Zhejiang Province, Fang Hui introduced that 25 townships and streets in the city have been fully inventoried, of which 12 have been completed. To explore and implement the "eight-color six-color method", the eight departments of statistics, environmental protection, and credit and joint review will divide the inventory companies into six states of normal, deleted, and supplementary, and mark them in six colors. 

  Zhao Baojiang, deputy head of Chongqing’s Beibei District, introduced that the district's innovative working methods use a "1+1" combination to carry out on-site surveys, give full play to the advantages of grassroots environmental protection personnel who are familiar with the terrain and situation, as well as the advantages of professional personnel of third-party organizations, and achieve "1+1>2" results.

  Explore and accumulate many useful experiences

  In addition to the 18 pilot areas mentioned above, since the issuance of the Second National Pollution Source Survey Plan, many areas throughout the country have also carried out a lot of exploration and innovation work, and accumulated a lot of experience and practices.

  In order to implement responsibilities, Zhejiang, Hebei, Tibet, and Hunan have included census work in the government assessment system. Tibet has also been incorporated into the Party and government offices and the government office. Inner Mongolia has included the implementation of the census funds in the evaluation of local government performance.

  In order to improve the system, Jilin and Shaanxi established a census briefing system, and Shanxi and Shaanxi established a monthly notification system. Henan formulated rules for the division of internal responsibilities, and issued a supervision letter to relevant local governments in response to lagging progress in some regions.

  In order to strengthen safeguards, Tibet organized personnel from agriculture and water affairs departments to participate in the work of the census office. Sichuan, Hubei, and Jiangxi actively applied for provincial financial funds. Shanxi Jincheng specializes in arranging a city-level census of 28 million yuan.

The second is that the inventory work is not solid, and some provinces and cities still do not complete the supplementary work of the inventory. Third, related guarantees are still not in place. To a certain extent, there are problems such as insufficient staffing, unresolved office space, lack of access to private networks and insufficient funds.

  In response to these problems, this on-site event will further improve the political position, complete the inventory and pilot work at high standards, do a good job in preparations for household surveys, strengthen publicity and training, strengthen the construction of the Party's work style and clean governance, strengthen work scheduling and supervision, and take the initiative. Information communication and other seven aspects put forward clear requirements.

  According to the requirements, after the meeting, provincial environmental protection bureaus should report to the provincial government, and ask the provincial government or deputy governor to listen to a work report and open a mobilization deployment meeting to focus on ideological understanding, departmental linkage, and responsibility. There are outstanding problems in the implementation and funding guarantees.
